The Competition to create a self sustaining city at the heart of Central Luzon Philippines was initiated by the Philippine Bases Conversion Development Authority, a government owned Corporation under the President of the Republic.

The proposal revolved around the idea of a basic block which when combined and joined together, produces an independent and self sustaining neighborhood.

The architect and landscape architects work together using  eco friendly methods which address current environmental issues currently plaguing the site. Landscape design mitigations such as rainwater harvesting, strategic grading, proper zoning etc supported the concept and advocacy of the architect in preserving the site's 'Genus Loci'.
